FTE-RNE TCR Handling in Capacity Model Pilot

TR introduces several new processes besides others also in the area of Temporary Capacity Restriction (TCR) planning. The key market needs are the early involvement of RUs and applicants into the TCR planning via consultations and handling the traffic solutions at the international level. To get the proper experience, RNE and FTE intend to execute piloting “serious games” over 2022. Matteo Soldini (FTE), who together with Zsolt Ungvári (RNE), organises the pilot shortly explains.

What is the aim of this pilot?

The main target of the pilot “TCR Handling in Capacity Model” is to assess and to learn the new designed TTR business processes components Capacity Needs Announcements (CNA) and Capacity Model in connection with TCR planning between x-36 and x-18. Based on business cases from the real life the RUs and IMs experts will realize the TCRs Consultation on Maintenance and Construction Works and fix Traffic solutions for the affected trains.

The TCR Handling in Capacity Model is a complex business process under the responsibility of the IMs and both IMs and RUs will be part of the pilot in order to simulate the needed IM-RU iterations in the best manner.

At the end of the pilots, what outputs do we expect to have?

After the pilots have been carried out, we should be able to identify which components of the new business process work already fine and bring a real added value in the TCR planning and which parts must be improved. The learnings will be used for the continuous fine-tuning of the RNE TCR and Capacity Model Handbooks.

Can you give an example?

Yes, for instance we can imagine that the fixed deadlines for executing all TCR Variants for the traffic solutions between x-24 and x- 18 are very short. If this would be proved by the pilot, we have to ask ourselves what has to change to make it feasible, or potentially think about timeframe adjustment.

When the pilot will take place?

First pilots should take place before summer. For the time being some pilot lines based on the real business cases have been already proposed – as Rheintalsperre TCR oder Pontebbana TCR.

Exact dates are not yet defined, this is because it is not a single TCR pilot, but rather a package of different TCR use cases. It is not enough to do it only for one TCR, because each use cases can bring a totally new situation: re-routing via another country, very limited remaining capacity etc. We also want to execute the pilot in wider geographical area, so more different stakeholders can test the processes, change management is not negligible part of this game.

Is the pilot still open for FTE RUs and RNE IMs?

Yes, definitely. FTE / RNE are contacting interested candidates to join the pilot. In case any RUs-IM would like to carry out on of their real future TCR in this pilot, they are welcome, and they can count with our support.
